First of all I went into Front view and to import an image you have to press SHIFT+V and then select Back then you can import your image. I first went around the body of the lamp with a Bezier Spline. You go around only half of the body of the lamp and then go up the Y Axis and connect it back up. If it doesn't look right and it needs something out, select the points and smooth out the curves.

Once you have smoothed out the points you then select a Lathe NURB and then drag the spline into the Lathe NURB and then when you go back into Perspective view it should look like this because of the Lathe NURB.

Then to do the lamp shade you just have to repeat the process with the Bezier Spline and Lathe NURB but instead of doing half of the lamp shade you only have to do one edge because otherwise it will be a whole object and you don't want that because you need the whole at the to top of the lamp shade.
Once you have turned the spline into a Lathe NURB and put the view back into perspective this is how the lamp shade should look.
On the top of the body of the lamp I placed two Cylinder so that it looks like a socket for where the bulb would go.
On top of the two cylinders I placed a Capsule so that it can act as the light bulb. From this picture you can see that from when I did the Bezier Spine that it has the gay in the lamp shade instead of it being filled in.I added in a preset shelf to see what it would of looked like when it is being rested on something because when I put it in my living room it will be on a coffee table.
I added 2 lights onto the lamp when above so that you can see the lamp visibly and then the other lamp inside the capsule so when it is rendered it looks like the lamp is turned. It is an Omni type light and the intensity is at 111% and it has a Soft Shadow when it projects onto the shelf.

This is the final look of my lamp I added some materials to it on the body of the lamp and added a metal look, on the shade I added a frozen glass and then on the light bulb I added a glass.
