To start off making the pillar I selected a cube and then changed the X,Y & Z axis in the Attributes/Objects palette to 200m, 45m & 200m. I then had to duplicate the cube and to do this you have to press CTRL and click cube and drag it below and the object bar and it will copy it.

I then changed all the axis of the second cube to 150m, 45m, 150m and then to make the cube visible you have to use the Move Tool and slide it up (Green Y Axis).

To create the pedestal of the pillar you have to use a Cogwheel Spline. I than had to change the plane to XZ so that the cogwheel so that it is laying flat. Then change to cogwheel setting to Teeth = 20 Inner Radius = 57m Middle Radius = 58m Outer Radius 60m Bevel = 50% and Plane XZ. Then next was to add an Extrude NURB, then place the cogwheel spline into the Extrude NURB. Then change the setting so that the Extrude NURB stretches up the Y axis Y Axis = 400m. Then to make to top pillar just duplicate the boxes which were created earlier and then drag it up the Y Axis until it is placed on top of the pedestal.

I then added a material to it which is marble and then added a floor which has a clay/sand look. I then placed a light at 1000m on the X axis, 2000m on the Y axis and 1000m on the Z axis and that is what makes the shadow.
